Once that happens, the quantity of blood that enters the penis is bigger than the quantity of blood exiting the penis. That happens until the volume of circulating blood in the penis is equal, that is when the volume of blood entering the penis is equal to the volume of blood exiting the penis. Once equilibrium is achieved the size of the erection remains constant. As you know, when erect, the penis is bigger than when it is flaccid. You also know that the erect dimension of the penis is given by the amount of blood trapped inside the penis. The bigger blood volume, the bigger the erection is.
